Based on actual combat outcomes. Jango Fett (neither Jedi nor Sith) is included as a useful confirmation of Mace Windu's superiority over Kenobi.
The best fighter? Mace Windu. The worst? Luke, or Qui Gon.
Vader is surprisingly weak in a straight-up fight. Most of the top Jedi were killed by clones, Vader went after younglings. His major kills were sneak attacks. While sneak attacks have a long and respected military history, Vader's were traitorous - attacks against Jedi or Sith who believed that they were on the same side.
